2020 Military Pay Charts 2020 military pay charts based on the December 12 announcement of a 3.1% pay increase by the Department of Defense. New pay rates will go into effect on January 1, 2020 and will be reflected on the paychecks that are issued on January 15, 2020. While the chart above illustrates last year’s defense spending in dollar terms, the United States has historically devoted a larger share of its economy to defense than many of its key allies. Defense spending accounts for 15 percent of all federal spending and roughly half of discretionary spending. Total discretionary spending — for both defense and nondefense purposes — represents only about one-third of the annual federal budget. Starting in 1986 defense spending resumed its decline, bottoming out at 3.5 percent of GDP in 2001. After 2001, the US increased defense spending to a peak of 5.7 percent of GDP in 2010.
